Mirco Gerling: When the Scrum Guide Isn’t the Rulebook — A Scrum Master’s First Conflict with Management

In his first Scrum Master role — running hybrid as both developer and Scrum Master — Mirco walked in believing the Scrum Guide was the rulebook everyone played by. The team thought so too: they were self-managing now, so they would decide. Management hadn’t read the same memo.

When Mirco called time on a meeting, a manager said “It’s my decision when the meeting is over.” When Mirco asked the team if they were happy in a retrospective, the manager saw the flip chart afterward — and from that day on, Mirco started destroying anything from retrospectives that could attract attention.

The conflict wasn’t about Scrum.

It was about who gets to decide what. Without an explicit conversation about the limits of self-management, the team and management each assumed authority the other thought was theirs. Mirco eventually found Management 3.0’s Delegation Poker — a tool that makes those invisible boundaries visible and gives teams and managers a structured way to negotiate them. The lesson: raise the topic with management before the conflict, not after.

The Great Product Owner: The Systematic Value Communicator

Salum describes working with a Product Owner who had a PhD in data science on a public sector visualization project. This exceptional PO was extremely systematic in working with stakeholders and possessed a unique ability to bridge abstract concepts with concrete implementations. In the public sector, where monetary feedback is absent, this PO excelled at thinking about value achievement and communicating it effectively to the team. They had the magical capability to involve stakeholders while demystifying complex requirements, helping the team understand not just engagement metrics but how their work would change society and the world.

The Bad Product Owner: The Absentee Specialist

The most common anti-pattern Salum encounters is the absentee Product Owner – typically a specialist assigned to the PO role while maintaining their full-time job as a domain expert. With only 10-20% time allocation, these POs lack the capacity to fulfill their responsibilities effectively. They often don’t have the time or knowledge to develop essential PO skills, requiring extensive hand-holding to understand even basic concepts like user stories. Salum’s approach involves booking time directly in their calendar for backlog refinement sessions and providing comprehensive guidance to help them understand the role, though this intensive support is necessary due to their limited availability for skill development.

Working in the public sector, Deniz faced a challenging situation during a particularly busy winter period when the client wanted to combine multiple major initiatives simultaneously: migration, new features, and security improvements. This led to an oversized team of 25 engineers, which ultimately caused significant problems. The pressure to continuously deliver became overwhelming, breaking team trust and leaving members feeling abandoned. Several team members left, the team culture disintegrated, and cases of burnout emerged. After this difficult experience, Deniz conducted a comprehensive retrospective to process what happened and provide feedback to management about the dangers of excessive pressure in Scrum environments.

BONUS: Enabling accountability with NoEstimates in government, with Craeg Strong

In this episode, we explore the use of NoEstimates approaches in a regulated and governmental environment.

When Craeg and his team was called in to the Social Security administration, they were asked to help the Office of the Inspector General (OIG) assess the use of software development methods in an environment where the teams were adopting Agile methodologies, but the overall governance still followed the old school, linear (aka waterfall) methodologies.

When the OIG is involved, it usually means that the organization being audited needs to prove that they are taking good care of public money invested in their processes. Therefore the challenge was to ensure that the teams were both following the Agile practices they said they had adopted, as well as taking the necessary actions to ensure proper use of public funds.
